Upper Heights
The highest Lower City streets bring travelers close to a boundary they cannot simply cross.
Upper Heights is part of the Lower City, not the Upper City itself. Its routes carry workers and trade toward the city's higher districts.
The main entrance to the Upper City lies at the end of the ascent from Upper Heights.
